Real-Time Moderation with Open Weights
As decision models spread across the industry, a company called Musubi has a new idea for how to put them to work: moderating content. Musubi announced a lightweight decision model made for real-time moderation called PolicyLM-1.7B, released with open weights.
The idea is to take a content policy written in plain English and apply it to messages in under 50 milliseconds. Musubi’s model is designed to be similar in cost and speed to the AI classifier systems that power moderation on most social platforms, but because it has the flexibility of a modern language model, it can apply complex policies without special training. The model does not need new training when the policy changes, allowing human policy-setters to iterate as needed.
According to Musubi co-founder and chief AI officer Filip Jankovic, this gives platform managers a way to label content proactively.

Product teams want a better understanding of what is happening on their platform, especially as content volume increases exponentially. Being able to label all of that in a scalable, customizable way is considered extremely useful.
How Decision Models Operate
Decision models have become a prominent topic following the release of TypeSafe AI’s Jev, followed by competing decision models from OpenAI and Amazon. Instead of outputting text, a decision model outputs outcome probabilities, providing a binary judgment on whether content falls into a category. By limiting the model's output to predetermined choices, decision models run faster and cheaper than large language models while maintaining transformer flexibility.
An early use case involves reining in misbehavior by AI agents, prompting the application of the same technology to human activity.
Jankovic notes that his interest in decision models predates Jev, tracing back to a 2024 project called GLiNER that deployed similar techniques for named entity recognition.
Musubi aims to use the growing interest in decision models to highlight content moderation applications. The company positions PolicyLM-1.7B as a specialized model for content moderation that developers can run independently.
